A research proposal is a document that proposes a research project, generally in science or academy, and is generally a request for the research sponsor. The proposal is evaluated on the cost and potential impact of the proposed research, and on the health of the proposed plan to implement it. Research proposals generally address several key points:
- What research questions will be discussed, and how they will be resolved
- How much time and cost are required for research
- What previous research has been done on the topic
- How the results will be evaluated
- How research will benefit sponsor organizations and others

Research proposals may be requested , meaning the proposal was sent in response to a request with a specified requirement, such as a request for a proposal, or they may be not requested , which means they were sent without prior request. Other types of proposals include "preproposal", in which a letter of intent or short abstract is submitted for review before a complete proposal submission; a follow-up proposal, which repeats the original proposal and its funding requirements to ensure ongoing funding; and a renewal proposal, which seeks advanced sponsorship of projects that would otherwise be discontinued.
Academic research proposals are generally written as part of the initial requirements of thesis writing, research papers, or dissertations. They generally follow the same format as research papers, with introduction, literature review, discussion of research methodology and objectives, and conclusions. These basic structures can vary between projects and between fields, each of which has its own requirements.
