Tear bears are circles, ovals, and similar shapes that are torn from paper material and strung together into teddy bears before being glued together. Final touches like a colored face are usually added.

The tears of the bear may be first created by the children in the classroom art class.

Bear tears have become a popular ornament for scrapbooking hobby over the last decade. Scrapbooking is one of the best crafts in the United States today, and has held this position for over 10 years. Although not used by any scrapbooker, bears tears are popular enough to be recognized by almost all of them, and the instruction and classes are offered at hundreds of local scrapbook stores.

Usually handmade or mulberry paper is used to create bear tears, giving the pieces a thick-faced bear. "Painting" the outlines with water can make tearing easier. The edges may be further foggy with a toothbrush. Often these are etched or inked to add depth and dimension. Bears (or other animals) gather in many different body positions, and are decorated in various ways. The faces are almost always decorated with bits of hit, ink, paint, chalk, glitter, dimension "tears", etc. The bodies may be clothed, or just etched, have lines added for dimensions, etc. It is common to see flowers, balloons, books, gifts, holiday items, etc. added for props. The full freedom of designers to create this very cute decoration according to any theme is one of the things that has increased their popularity.
